Description
Tries to rebalance population and empire traits to make them more useful across the whole game and a bit less situational.

Currently adjusted traits are:

Population: Defense traits, Planet Mender, Processing Power Traits, Gargantuan Population, Removed Extreme Foremen

Faction: Pathfinder, Behemoth starter(1500 Bonus HP for Behemoths), all Subspecies costs, Social Chameleos(5-15 System Influence depending on how unstable a relationship is; Tooltip broken), Sub-optimal Defense(decreases Shield as well; Tooltip broken), Extreme Foremen

This mod is still hightly WIP!

I'm sorry that the description is insufficient. I'm trying to up-power traits that currently are out of line with the cost or just don't really have any reasonable ingame effect(Pathfinder for 40 for example).
The goal here is to make it more likely for people to pick traits that were ignored so far.

So far there are no new traits here, but there may at some point be some - let's see where it goes.

Since it's work in Progress the description is rather short, when I'm done touching on the traits that look as if they need it, I'll expand on it further.
