Description:
This mod allows you do a historical westernization. Westernization was based on mutual relations between nations, not simply on tech levels. As such, nations like Russia, Sweden, and some others, have invested heavily into foreign relations and successfully westernized because their partners allowed them to borrow the technological advances. In a nutshell, this mod will allow you to do the same with any non-western nation, making it easier and more historically accurate to westernize.

Westernization Requirements:
- Stable Realm(3 stability, 500 monarch power[adm, dip, mil], peace, independence)
- Stable Economy(inflation <0.1%, no loans, 500 ducats)
- Western Relations(western ally, with whom you have 190+ relations, and border distance of <850)

AI Interaction:
- AI is set this decision as IMPORTANT
- AI WILL enact westernization decision when possible(100% of the time)
