Engine Starter V2 Moiety

1. Checks that the key/toggle button is pressed
2. Checks if the engine RPS is below 2.5
3. Send a starter signal to the engine

If you enable it in the microcontroller settings, it'll check whether or not there is a kill signal. This kill signal needs to be 'off' when you want to kill the engine. In other words, if the option is enabled, and as long as the kill signal receives an 'on ' signal, the engine will try to start/keep running.
