EpsTweak for Normal Ages

Description
EpsTweak is a series of small mods that tweak the balance of Civ 6. Rather than put all of them into one hefty package, I've split them into small fragments to allow you to make your own custom rulesets.

The Age and Era Score systems are in this weird situation where players consider Normal Ages to be the worst kind you can get. Because unlike Dark Ages, they don't actually give you anything? So this mod plugs that hole by adding extra Great People points to Normal Age dedications:

Free Inquiry: +2 Great Scientist points per turn.
Pen, Brush, and Voice: +1 Great Writer and +2 Great Artist points per turn.
Monumentality: +2 Great Engineer points per turn.
Exodus of the Evangelists: +2 Great Prophet points per turn.
Hic Sunt Dracones: +2 Great Admiral points per turn.
Reform the Coinage: +3 Great Merchant points per turn.
Heartbeat of Steam: +3 Great Engineer points per turn.
To Arms!: +3 Great General points per turn.
Wish You Were Here: +2 Great Artist and Musician points per turn.
Bodyguard of Lies: +25% Production toward Spies.
Sky and Stars: +2 Great Engineer and Scientist points per turn.
Automaton Warfare: +5 Great General points per turn.

I love this change, but I was watching the Yogs play this and noticed due that due to the world congress these boosts can be effectively rendered moot by the decision to suspend all points to a certain great person and I was wondering if it's possible to have the world congress's decision be tweaked to only reduce great person point by a percentage, or if that isn't possible at all?

Does Tamar get these bonuses in addition to the golden age bonus when she gets a golden age?
