Equipment conversion affects Ships

Description
This is a simple mod that gives the equipment conversion technologies the additional benefit of decreasing navel refit costs and speeds.

As this mod effects the equipment conversion technologies and the navy refit system, the “Death or Dishonour” and “Man the Guns" DLC are required

FYI, just did a compatibility check w the new NSB DLC 1.11.1. Seems to be working just fine. :steamthumbsup:
