Description
Removes the diplomatic favor penalty for possessing an original capital.

Can confirm this works with saved games. Thank you very much. It’s dumb that you get a -5 for a culture flip.

Thanks, that has to be the dumbest thing I have seen in a Civ game and goes against earlier intentions they had to only punish late game warring.

@Tulgor I suspect there is another mod that is setting the value to -2 that is loaded after this mod.

It still writes - 2 for me after I annexed a capital city. Do you know how to fix this bug ?

This is a gamechanger. Stupid penalty ruined the whole "World Congress" function. Someone needs to mod a feature to refuse the decrees if willing (with severe penalties) and possibly veto rights to players that are ridiculously strong.
