BUILT FOR ALiVE

A simple fix for the Chernarus Civilian Faction from CUP. Vehicles still exist, armed police removed and the officers/commanders in camo clothes shouldn't spawn. 'C_ChernarusCivilian_Harvest' is the classname of the faction.
