Bait Bomb over Fishing Rod (Buddy)

Description
So basically Shovel Knight has an unused attack index (AT_DSPECIAL_2) that's the Bait Bomb from plague of shadows. Anyway, guess what I did with it?

EDIT: I just checked and, yeah this is meant to be one of SK's abyss runes. Thanks for the tip Ydrick!

this needs more attention, i think giving him an alternate move he could have gotten is insanely cool!! if you can just give it a cool down and make it balanced i feel like this could be used in tournaments! again, this needs more attention

If possible, could you add a cooldown to this move? If you spam down special you can easily infinite an opponent.
