this is the "I wanna them all" version of my empire unit upgrade mod:

Use either one of them, do not use both together

Note that some of the upgrades are naturally exclusive, like different arrows of handgunners.
So, do not complain if you can not get some of the upgrades together.

玩的时候开其中一个mod就可以，不要两个都开
有一些升级是天然互斥的，比如火枪手的两种弩矢，应为系统给限制，只能保留一种箭矢。

Strange Bug, work fine up to round 18, no tech requirement , then in round 19 all upgrade require tech, and even some tech that is unlocked do not unlock respective upgrade
