Strange Bug, work fine up to round 18, no tech requirement , then in round 19 all upgrade require tech, and even some tech that is unlocked do not unlock respective upgrade

【update】 change the resource for upgrading to empire prestige. You can still use gold to upgrade for some low-tier upgrades whiles all mid-high tier upgrades now cost prestige.

【更新】现在可以使用帝国威望来升级了。对一些特别基础的升级将继续使用金币，保证玩家在初期也有升级可以用。所有中级到高级的升级现在都使用帝国威望，让后期多余的威望有用武之地。

【upgrade】 remove the constrain of transformation ability. Before the transformed units will gradually loose hp until death. Now they will not.

【更新】移除了变形之后缓慢烧血的特性，现在你可以随时变形而不用担心烧血烧死。
