The leader of the notorious Heroic Dragon Militia, a paramilitary force of the Balmian Government, has been spotted in this coastal sector. Your orders are to go ashore, eliminate or avoid the Heroic Dragon patrols, and assassinate their leader.

He was last spotted in the large concrete bunker at the top of the hill.
