No Disaster Aid

Description
This mod completely removes disaster based aid emergencies from the congress special sessions. Other special sessions are untouched and have been verified to still fire off appropriately. Probably best to not install this into an active game while a disaster emergency competition is ongoing, but otherwise it should be fine.

I love the idea of disaster aid in Gathering Storm, but unfortunately the implementation leaves a lot to be desired. Struggling AIs will drop everything in a middle of a losing war to pack up emergency aid for the very opponent conquering them and the recipient often ends up with a staggering glut of money as the entire planet competes for 2 diplomatic victory points.

Hopefully some day this mechanic will be overhauled to target actually struggling civs and AIs won't fall over themselves trying to give all their money to people they hate, but until then this mod disables the mechanic entirely.

Known Issues:
When installed into an ongoing game there were a few empty special session votes called before things normalized (Probably due to outstanding opportunities for disaster aid emergencies by the AI). These didn't cause any issue and the congress continued as normal after them.

Works in multiplayer.

This mod could be useful in nerfing the diplo win in apocalypse mode. On larger maps in apocalypse mode the disaster relief really becomes a problem with 5 of them going on at one time.

I would suggest waiting just to be safe, but if you decide to try I'd be curious how it turns out. My test game had available disaster emergencies, but no active competitions when I was working on this.

Should i wait for an ongoing disaster aid to complete before installing this mod to an active save?
