We have put the Balmian government under intense pressure with our recent operations against them, and now things have come to an unexpected and tragic conclusion.

Two submarines out of Balmia City deliberately sunk a civilian cruise liner, killing hundreds.

The officer in charge of this operation was Fleet Admiral Ronaldo Alfonse. The Balmian Government claim he acted alone, and given the insanity of sinking a cruise liner, we're inclined to believe them.

He's taken his submarines back to Balmia City and assumed command of an entire division which has been deployed to defend them from both ground and air attacks. Our contacts in the Balmian Government have informed us that they are powerless to take care of the admiral themselves, as he has large influence within Balmia's security institutions.

The International Community wants no mass blood letting over this incident, and so Ghost Recon have been authorised to liquidate Admiral Alfonse. It is hoped that doing so will give all parties a chance to return to peace talks.

You and your team are to be inserted into Balmia City, where you must move through the heavily defended streets and assassinate the Admiral. He was last seen inspecting the submarines in the north-eastern subpen.
