I'm asking cuz this looks more like the Weaponized 115 Camo?
I'm not a very good teacher only being an amateur skin creator myself. Long story short you select the area of your texture that you want to glow, add a layer mask and then edit the VMT file for the texture with a command to make the selected area light up.
