Description

Makes Elite Fleets much more challenging! Increases the minimum and maximum number of ships and crew Elite Fleets can have.

Would be even better If There Are Elite Pirate Fleets. It feels unbalanced without them.

How come Pirate Fleets can't be elite? I like using this mod, but it would be better if it worked on pirates too.
