Cloth and Armour Rework

Description
Added protection to cloth Armour.
Lighter clothing now has speed bonuses equal to the deduction of heavy armor.
More weather protection for helmets and tough clothing.
Helmets that cover your face now give stealth bonuses. (Unfortunately does not work with all helmets).
