Medium Industry Road crossable

Description
This is a modified version of the Medium Industry road that comes with Industries DLC. Trucks can now enter from either side of the road to reach a building instead of clogging up traffic to turn around.

Other changes:
- increased speed limit to 90 kph to make it suitable as a service road
- decreased noise pollution level
- removed centre bollards.
- removed double overhead street lights and replaced with singles on footpath instead.
