yeah dvar's mountain breaker is really match with this mod.

Just a note about a previous comment where you say you can't change mountain sectors: Dvars do this very well with a level IV military technology called "Mountain Breaker".
Used on a mountain, we get an exploitable mountain sector, and used on a exploitable mountain sector, we get a fertile plains sector. From there we can use your mod to exploit the sector of our choice.
I don't know how to create mountains, or how to grow forests on a mountain sector, but I thought that the "Mountain Breaker" could have a place in your "terraforming spells" mod.
The mod in its current version already allows us to make the best use of all sectors of a city; so that there is no obligation ...
