Not without modifying the file. You could technically increase the units' resistance or carry a thicker vest.

is there anyway to weaken the strikes, cause it feels like you get knocked out in 2 secs, especially annoying if your driving.

I don't think so, the behaviour of the wounds hasn't changed that much with the latest ACE update.

I couldn't be sure as I couldn't get radiation to work at all ACE or not. But I'd expect it to be vanilla damage.
