In November 1st, 2018, an update was released to the game that disables mods in competitive game modes such as Versus.

In short, "Competitive," servers are basically any game modes that allow the player to take control of the Special Infected. Game modes such as Scavenge, Versus, Realism Versus, and even Versus Survival have mods automatically disabled on Official Servers. Game modes such as Survival still allow mods despite having a competitive community due to the fact that players cannot play as the Special Infected.

You can still bypass the no-mods enforcement by doing the same thing as how installing mods work for the original L4D game. Follow this guide, but for your L4D2 files. You do not need to download Python. Just follow the First Time Setup to get your mod folder working. Then look for the addon itself in your left4dead2/addons/workshop folders and search for 2155751604.vpk. Copy & Paste it into your new mod folder and rename it to pak01_dir.vpk.
