Player Nicknames For ULX

Description
Adds a new tab "Player Nicknames" to the ULX admin menu that allows giving nicknames to the players currently on the server. They will be used instead of the Steam name. Names can be set as persistent so they are reapplied on server restart / map change / player reconnect.

Nicknames can also be set via the `ulx nickname <player name> <new name>` command.

this would be absolutely perfect if the names were persistent, i hope this can be fixed

As others have stated, persistent doesn't seem to work

i've checked the "persistent" option but it doesn't work, Nicknames are reset when the player reconnects
