VK Less Frequent Pirate Attacks

Description
Reduces frequency of pirate attacks in general.

On top of that, pirates take into account the opposition they have to expect, and call off their attack if the odds are too bad.
After all, even the most brutish of pirate leaders must come to see that it doesn't make sense to send wave after wave of rookie pirates into a well defended sector that does not even have any valuable targets...

but but but, I found this searching for MOAH PiR8's I want nearly constant pirate attacks, like the pirates attack while the pirates are still attacking, and then call in reinforcements

Maybe the Xsotans actually attack *way more* if you have a higher Omicron/Shield to Hull ratio? Since they're attracted to high energy signatures, and don't seem to be the type to be intimidated

its almost worked.
there is another line with same problem:
console is ok during "initialization" message
there is spam while pirate raiding: check line 211

Format string elements have been substituted, let me know if the issue persists.

%F and %T format strings are defined in C99 strftime [en.cppreference.com], which is how Lua is supposed to parse them according to its own manual, although I didn't read the actual sources of the Lua interpreter.

I'll see about replacing them, just to be safe.
