The year is 1968 and in the republic of Panama, for a long time beholden to the interests of the USA, a faction of the national guard conducts a coup, whose aftermath will see the left-wing populist colonel Omar Torrijos seize power for himself. Although Torrijos is an admirer of socialist governments in latin america and eastern europe, it is hard to imagine a full sovietization of Panama and a future for the little country which bears no western influence.

The country starts with a rugged terrain with few arable areas, and a very low urbanization level. The channel cuts nation in half, but allows ships to move between Panama City and Cristobal on the other side.

Coal, Iron, Fissile material and oil are absent in the actual territory considered in this map, so I just added them in randomized positions; giving realism a break.
A asphalt road connecting the main centers and some port infrastructure exist from the beginning.
