Seal strength update

Description
I've adjusted the seal settings and made the following changes:

- Stronger Seal Guardians

- Respawned Seal Guardians are now very strong

- Seal spell combat damage up from 3 to 6

- Seal position are in the middle of the map

- Strategic AI settings are adjusted. The AI player becomes active earlier and more stronger in seal comabts
