Anomaly discovery rate x3

Change the base anomaly discovery rate to 3 times the default probability (15%).
Taking into account various other corrections, we can expect roughly to find twice as many anomalies as vanilla.

I made it so as not to be lonely when playing an empire of small galaxies, small territories.
I felt that too many anomalies were found in other existing mods, so I made it a modest probability.

Probably the order of mods doesn't matter.
However, it seems to compete with the mod for anomaly detection rates.
