Reduce Tension Decision For Democratic And Neutral Nations

This mod is a rework of the "Reduce Tension Decision" mod created by Anthracite.

This mod gives you the decision "Diplomatic Effort for Peace" which lowers world tension generated by democratic and neutral countries. This decision costs 50 politicial power and reduces world tension by 5% for democratic nations and 2% for neutral ones. There's a cooldown period of 70 days before you can retake the decision.

This mod can be specially useful if you want to play with a democratic or imperial Germany and want access to the fascist focus tree (Rhineland) without generating too much world tension.
