I use workers to chop forest fire breaks. It's the only way unless you find a way to disable the fire mechanic altogether.
Also, it’s worth noting that SOME fire is good - look at the post burn bonuses you get :) City growth & production in these areas can be insanely high.
So, I tend to let fire rage for a while and chop firebreaks to make sure it extinguishes plus I am defended against fire beyond my cities. 150+ production per turn with no industrial zone? Yes please! 😊
