Build Habitats Anywhere

Description
Allows Habitats to be built around stars, asteroids, and moons.

Since this was probably disallowed for balance reasons, I've also attempted to reduce the frequency the AI builds habitats (50%).

@Zeratul Vergil Ah, the old never ending update breakage.. haven't touched Stellaris in a while but next time I do I'll see if there's an issue I can fix, thanks for the report.

The mod doesn't work with 3.9 version, just want you to know about it

@Jominick P. Sandalwood I just took a look and it seems like it is working? I forget what the limitations normally are but it was letting me target a star to build one. Maybe there's a conflicting mod?

Geez Paradox needs to back off of the coffee a little and slow down - did they break it already?

Haven't touched Stellaris in a while but I'll remember to take a look at this next time I do.

I really love the idea of this mod, but it doesn't seem to be working. Any suggestions?
