Soundbar + Virtual keybinds for ULX

Description
Press F10 to open soundbar.

User must have ULX PLAYSOUND permission.

Has three functions
1) Play sound through editor
2) Play sounds through a file manager local to the client
3) Play and store keybinds locally using a virtual gui and automated file manager

Customization:
You can change the colour and view help.

Please give suggestions and report issues.
