B42 isn't out yet. Stop harassing every mod author on PZ to update their mod. UNSTABLE patch isn't an update, it's a free labor BETA test, and it's been going for 8 months. Mod authors don't want to take up a part time job time to flip their mods back to working order for you every month, and I don't blame them. Most of you won't even give the mod a like or award and sit here demanding updates on everything. Wait till B42 is ACTUALLY STABLE before you go around asking for updates. Get over yourselves.

Any breaking of the map is on the game side of things. David hasn't responded to anyone in three years, or updated the map, so I wouldn't be too surprised if he moved on to different things.

You confirm your acceptance of terms and conditions through nothing more than usage of something every single day, when you turn your iPhone or Android device on, when you log into pretty much any account or create an account anywhere, when you download files from file sharing websites, etc. Courts have held that it is up to the user to be aware of relevant terms and conditions provided they are made aware that such terms and conditions may exist, and were notified that by using the product/software/etc they are agreeing to said terms.
That said, I think the map maker, in this case, is just saying "don't come bitching to me about a problem related to something I already addressed in the description", not attempting to actually create a legally binding statement.
