!Ethical Gestalts/Forgotten Queens compatibility patch

Description
Compatibility patch between Ethical Gestalts and Forgotten Queens.

In addition to fixing compatibility issues, makes several civics from Forgotten Queens ethic-locked and/or incompatible with certain civics from Ethical Gestalts where this made sense.

Since the civic Mutualistic Behavior in Forgotten Queens is basically Guest Hive plus Assimilator Contagion (and those civics were in fact inspired by the one in Forgotten Queens), those three civics are mutually incompatible while using this patch.

@AlexisGrimm: That should be fixed now (as of last night Sydney time, sorry I forgot to mention then).

Using this actually fixed my issue with the Hive Overmind origin causing me to instantly lose because the generate pops event failed, but now when I load in my remote pops are automatically set to be purged, and I cannot make them full citizen drones.
