(QoL) Auto request upgrades

Automatically request upgrades on buildings if conditions are met.

Conditions include a minimum resource multiplier (relative to the upgrade cost) and Funding.
Checks occur when a building is constructed, when an upgrade is researched, and when a certain shift begins.
Defaults are 5x, $8B, and the night shift, but you can configure these with Mod Config Reborn if you have it installed.

Additionally, Fusion Autoregulation will not be automatically upgraded if Eternal Fusion is researched.
