Up to 30 (Sparring Mats - Basic Training for Melee Defense & Martial Arts)

Description
Melee defense and martial arts mats maximum level changed to 30. Increased tech level to 3, book requirement to 6, and requires advanced training dummies to make it balanced. Also changes the hunger rate to 1.2 from 2 to fit in with all other vanilla/modded training buildings. Place this below the required mod in load order. @BSGaming I will look into when I have the time. Could you post the links of the mods you are talking about so I don't have to search it? I do not know what "tiered one" is. Thank you.

Still only going up to 13, have both mods installed. I do have Space's first training mat and tiered one installed as well as this one, would the first one cause a conflict?

And yet another update which changes the hunger rate to bring it more in line with other training buildings. From hunger rate of 2 to 1.2.

Update! Changed to description of the training buildings to indicate that they train up to 30.
