ULX Advance Commands

Description
Advance ULX Commands.

Commands:
-ulx gagid <steamid> - Gag target using STEAM ID, disables microphone. (say: !gagid) (opposite: ulx ungagid)
-ulx kickid <steamid> [{reason}] - Kicks target using STEAM ID. (say: !kickid)
-ulx muteid <steamid> - Mutes target using STEAM ID so they are unable to chat. (say: !muteid) (opposite: ulx unmuteid)

Parts of this code is made by using existing code in ULX.

Can you add a command that freezes every player in the game at once except the person who typed the command.
