Countries join the HRE again

Description
This mod adds a decision for the ai to join the HRE just like it did in 1.30.1

The emperor will need around 100+(their and their vassals development /2) opinion of them to join the HRE.
They also need to be christian(catholic, protestant, angelican, reformed, hussite or orthodox) and be next to a country which is already in the HRE.
If they are a subject their overlord also has to be in the HRE.

Due to a bug which made the pope join the HRE and leave it again I have stopped him from taking the decision.

Not Ironman compatible of course

Currrently updated for 1.31.1, but is still compatible 1.30.6

I have stopped the Pope from taking the decision, but I will try to look for another solution

tomorrow i can try to reload a previous save and see if someone else do that.
for now i only saw the Pope, probably for the "unholy empire event"
i suggest to remove your special decision from ai pope so it doesn't conflict with Pope and HRE events

i think i found another bug.
i was getting load of random imperial authority, i discovered that the Pope hates me so, he leave the empire, only for rejoining the month after and leaving again

It seems to work except some rares cases.
The only problem you can have is that France vassals join, and you don't have the power to release them, so you must be sure to have bad relations with them.

i'm planning to play as mantua, become the hre emperor.
i'll see after i dismantle France and Poland, if the new countries join the empire

I will update the mod, once 1.31.3 proves to be playable. In theory it should work in 1.31.3(current patch), but I haven't tested it yet.
