You do not require any holy sites to create a head of faith title now.

For anybody still needing this, you can manually do it for yourself.
- In the common folder of the game, go in the script_values folder.
- Open the "02_religion_values.txt" file
- Find the line "holy_sites_to_create_temporal_head_of_faith" (Line 4293 for me)
- edit it and the line under it o whatever you want.
- Profit.

Seems like maybe it was a conflict with More Game Rules, which wasnt working either. Uninstalled that and it works now.

For some reason, your mod for removing the holy site requirement for reformations works, and this one initially did too, but it seems to have stopped working. I have it at the bottom of the mod list, but Im guessing its still a conflict unless others are having issues as well.

Is this player only, or can a player only version be made?
