Naval Delegation

Description
This mod adds two sets of decisions that allow you to send your ships and admirals to aid a subject or ally for them to command.

This way, if you don't want to focus on the naval game, you can just simply hand over our ships to an allied power, so they may be incorporated into a larger naval force, meaning that at least your allies will get some use out of the tiny navy that you start the game with.

You can also send over admirals, so if, for example you were playing Germany, but wanted to hand full control of the naval game over to Italy, you could do so, without even sacrificing the use of the strong German Admirals

The Decision can be taken repeatedly as well - so not even naval production need be wasted!

Sending your navy or admirals away is free, though the country you send them to will receive a minor debuff to their naval cohesion for 30 days as they get to grip with the new ships.

You can send your navy to any nation that is either your subject, or in your faction and has at least 1 naval dockyard (to ensure that they can actually support a navy), and you can send your admirals to any subject or ally that has a navy.

KNOWN LIMITATION:
There is no way (as far as I am aware) for the game to track which individual ships have been previously transferred between allies, so once you've sent your ships away to another nation, they are gone, and you can't easily get them back. The same is true for admirals.

However, if you send your navy to a subject nation, you can get them back when you integrate that subject, or earlier, via my "integrate puppet fleets" mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2171383182

You can also get your admirals back from subjects with my "integrate puppet commanders" mod: https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1530292604

This mod fixes everything I've hated most about naval gameplay.
Bless you, you LEGEND.

It does.

@OfficerOfficer AFAIK, it should do, so long as this mod is loaded after KR/KX (as they overwrite decision files)

haven't tested it myself through, so I can't say for certain. At the very least it should not cause any major conflicts or bugs, so should be safe to add/remove from a save or whatever

Does it work with KR and KX

@donald.grape Thanks for the report. Just released a small update that should fix that issue.

Decisions to send your navy should no longer appear if you do not have one, and you will no longer have the options to send admirals if you do not have any that are not assigned to any of your own fleets
