Reactive delta brake

Update 2021-05-20: Made the brake even more reactive, since the first bit of brake application does not do much in Stormworks, so now the brake will go to .12 as soon as you touch S, then count towards 1. Also fixed an issue where if you have been holding W for a long time releasing W might cause your vehicle to brake a little.

Original description:

A problem with the classic type of brake in Stormworks where you invert your W/S value is that the brakes take time to apply, and they also take time to release again.

This controller makes your brake start applying as soon as you press S, and as soon as you go back to pressing W it will release the brake completely again, making the vehicle more responsive.
