Some time ago, I contacted modder aa0905766k to ask if he could make public the DLL source code of his mod CivOS, upon which all of his excellently made, 3D Leader-led Civilization mods were dependant upon, so that I could write compatibility for my own mods. He replied that he was no longer interested in Civilization, and was neither maintaining nor updating his mods, and graciously offered to send me his all of his source code and art. When I asked if it was alright if I republished his mods in a form that were compatible with mine, he encouraged me to do so.
Scythia - Tomyris
UA - People of the Steppe - Building a mounted Unit grants a free second copy of that Unit.
UU - Saka Horse Archer - The Saka Horse Archer is a unique ranged unit of the Scythian civilization. Replacing the Chariot Archer, the Saka Horse Archer has less range and additional movement, and starts with a unique Promotion. Does not require Horses.
UI - Kurgan - The Kurgan is a unique tile improvement of the Scythian civilization. Unlocked very early in the game and can only be built adjacent to a Pasture. +1 Faith and Gold for each adjacent Pasture. Gain 1 additional Horse Resource for each adjacent Kurgan. +1 Gold and Faith upon researching Guilds.

Appreciate the suggestions, but tbh I don't really want to change any of the designs of aa0905766k's civs. I think you're kinda right, about the uu redundancy, but maybe it's supposed to represent the huge amount of horses Scythia had available to trade?

The %buff per horse is an interesting idea, I might add it to StS eventually.

Don't the extra horses from the Kurgan make the lack of a horse req for the UU kind of redundant? Maybe slightly increase their combat strength or movement speed instead? Ooh, how about a 1% combat strength buff for each horse in your empire? To play off of the extra horses. Entirely up to you, of course.
