I've used the 0.9 threshold to detect a substantial liquid because that value is used in varous places in the code and havn't thought too much about it.
I havn't seen any gameplay impact during testing. Nevertheless you could be right about the threshold. I have to think about it.
Also, this looks like it would ideally be implemented as a transpiler.
