Relaxed ACOTstructures

Description
Removes most restrictions on placing megastructures from the Ancient Cache of Technologies and this other ACOT megastructure mod, because game balance means nothing to me.

This should be compatible with my other Relaxed mods, they don't touch the same files.

Not achievement compatible.
