Description
Allows all empires to take the Arcology Ascension Perk and build Ecumenopoli.

No vanilla files were harmed, but

00_ascension_perks.ap_arcology_project as overwritten in ea_ascension_perks
02_special_decisions.decision_arcology_project_relic was overwritten in ea_special_decisions

I tried running this with all other mods disabled in the current version and still can't get the restore decision to work on relic worlds. Oddly enough, everything that isn't a relic world now shows both the create and restore options though.
