USA delay: compatibility version

UPDATE: USA can also join if Soviets are at war either with Germany or Japan, even if France did not fall yet. (To prevent abuse)


Same as original one, but does not modify the USA focustree anymore, so it it is compatible to mods that modify USA focustree, like RT56 etc.

USA get a national spirit that says:
-Can't join factions
-Can't declare war

Will be removed if either:
-France falls, or
-USA gets declared on, or
-1942 is reached.

---

France gets automatically called into WW2. (If UK is at war with Germany, and France is in the Allies, France joins.)
