The Barons' Wars

Allows baron level vassals to revolt against their liege (and join factions).

In vanilla CK3, barons are much less important than they were in CK2. This is not only because they don't do a lot of things, but mostly because they don't matter: If you don't like them you can simple revoke their lands and they will always accept without war and you won't even get tyranny for it.
So this mod allows the barons and mayors to say "No!". Now they will fight for their land with the little amount of troops that they have. Other vassals will also join them in their fight in the same way they do it for higher tier vassals. I also allowed barony tier rulers to join other vassals in their fight against your tyranny.
So while they will still be insignificant (in terms of power) most of the time, they will no longer be interchangable.

Barons are now also able to join liberty & claimant factions.

To make revolts possible for city vassals, a province modifier "improvised defenses" which adds 1 fort level will be added to their holdings when they revolt, so that you can actually siege their lands and win the war.

One problem is that the AI will sometimes try to siege their own holdings in order to fully occupy a county held by you, which is a bit stupid...
