Still works pre 1.2 patch (1.1.3).
If you're going for something similar what I did (changing culture and religion in the middle of Mesopotamia or in your case maybe somewhere in feudal Europe), keep in mind that if you grew quite large over your game period (created multiple Kingdoms for instance) you will have to manually change every vassal's government. Quite the hassle.. So do it as soon as possible.
I changed to a culture outside the Arabic group, changed to a religion outside the musilm group and the game still has this screw in its head that I'm Arabic muslim as in "you are a clan government" and "realm title tied to dynasty title". Every vassal is of my culture and religion too.
