Update of Jecrells mod

- Added support for Combat Extended
- Added start-scenario
- Fixed healing beam to be autoused in teh same way as normal healing
- Set beards only for males
- Fixed starting-goodwill with Empire
- Added support for [SYR] Trait Value

The mod adds Wizards as possible colonists.
They are as powerful as you would imagine but a wizard knows to use their abilities only when needed.

Yes, I saw that work was in progress for many of your mods but I was wondering if it was abandoned or not for version 1.4.
Some mods are on my permanent list, sometimes just for a small item, and this is one of them.

If it helps, I noticed that this mod in particular was preventing plants from growing.
