This craft must be flown helicopter-style, in order to make best use of six available atmospheric engines for lift. On an Earthlike environment, available static lift is 396,330 kg. in 1.9g, only 208,594kg. Allowing a fraction for manouevering, call it 150,000 then subtract the vehicle's mass of 64,000 to get usable cargo lift of ~86,000 kg of ice.

One fully charged battery should give 45+ minutes of operations. Adding a solar panel or two is probably a good idea.

Dicey, but perhaps doable.
