Description
Merges changes made by both mods to gateways. Adds GE&M's resources to the relevant resource groups of C.U.I.

Update:
- Unifies has_no_non_gate_megastructure changes to include Sparsity's super-stations and GE&M's many megastructures.
- Terraforming candidates cannot become war-moons or war-planets.
