Description
Ultimate Europe Scenario by cpm9 (Oct. 07, 2020). Includes True Starting Location cities with mostly accurate names I hope. Also, buildings, improvements, roads, units, etc. Starts in classical era.

Vanilla - no other mods needed. However, I recommend using the no road maintenance mod with the scenario.

I noticed the war problem as well

why is atilla there? just put russia??? also you start off at war sometimes with other civs with no peace option IE: play as germany and be at war with rome immediately. as well as city states. otherwise great mod
