Pardon Hooks

Description
A mod for another feature I believe should be in base game.

This mod allows you to 'pardon' hooks on any character you have a hook on, allowing a new way of using hooks to gain opinion, all without loosing opinion for using the hook to begin with.

If it is changed to "remove" a hook instead of using it, then a strong hook should also give more opinion than a normal one.
But I'm totally fine with "use_hook".
